The Former President's Woke Alarm Overlooks Europe's Real Threat: Technological Decline.

The recent US national security strategy presents a misguided assessment of the European Union. It claims that unrestrained immigration and what it terms "woke" agendas represent an existential risk to European civilization. Yet, this argument is based on a fundamental misreading of the reality. The actual challenge confronting the EU is not societal but technological and economic backwardness.

The Stark Economic Gap Separating Europe and the US

The data reveal a sobering picture. From 2008 and 2023, American economic output grew by 87%, while a paltry thirteen and a half percent increase for the EU. During this time, European income per person fell from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than major EU nations like France and Italy.

Currently, roughly 50% of the global 50 largest tech companies are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

This widening disparity is driven by superior efficiency gains in the US, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. In the last five decades, 241 US firms have scaled into enterprises valued at more than ten billion dollars, compared with just 14 in Europe.

This disparity prompts a vital question: In the race for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Experts widely concede it is largely a contest between two involving the US and China, with European nations starting at a significant disadvantage.

Underlying Factors of Europe's Technological Lag

A number of major reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and agile network for financing new ventures. The EU has yet to establish a genuine capital markets union, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper European business. A American entrepreneur can launch a product under one set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population, is split among 27 different national regimes, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in defense has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these hurdles, there are causes for optimism. European leaders are growing more conscious of the severe threat and have begun to propose substantial change. Key analyses on European competitiveness and the internal market point to the need for sweeping reforms.

Given appropriate policies and regulatory reforms, these assets might enable much higher degrees of business-led breakthroughs.

Europe retains considerable advantages: skilled workforce, excellent schools and universities, and premier labs. Alongside a large internal market and high savings rates, these foundations could trigger a surge of investment and entrepreneurship.

Crucially, even if Europe does not become the leader in creating next-generation technologies, it can still significantly boost economic output by adopting and adapting innovations from other regions.

An Inflection Point

Europe now faces a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. However, without decisive action to address its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of world influence.
